Who coined the term "Evening's Empire"?

I was just searching for a Sci book I'd read a while back and came across a book called "Evening's Empire" (good BTW) when I remembered that Dylan used the term in Tambourine man (though I know that Evening's Empire has returned into sand) but I think this must be a reference to something.

If you search you'll find quite a few uses of the term but someone must have been first. Was it Bob?

Found the question asked on Quora. Best answer by journalist Peter Hendicks.
Evening's empire, is a word that refers to the European continent. The old Phoenicians coined the word. I suppose Dylan means the old Roman empire in the song, but you can never be sure. The man is not into explaining his own lyrics.

I am not a Dylan fan - shockerooni- but the rabbit hole about addiction and the temporary nature of things was an interesting one so thanks for the post.
