Because of the shortage of reliable Queen bees in this country apiarists import Queensfrom all over the place, some of these are infected. http://www.nationalbeeunit.com/public/B ... Report.cfm

They come fully certificated and 'guaranteed' free of disease and very few apiarists have access to the full scientific labs required to test them.
